If it's a Heuer, and it is powered by the Landeron 13 movement, then it can only be one of four references. Easiest way to differentiate the references is by the cases / pushers, as follows:
So you have a Reference 2406. Within the Reference 2406 models, there is a considerable variety of models -- black and white dials; radium and non-radium numerals; and the usual selection of tachymeter and telemeter scales. So yours is the black dial, radium numerals and hands. If I recall correctly, we first see the Reference 2406 around 1942 / 1943.
I don't know of any military connection for these watches, but we are always learning new things. It does seem common that people list watches for sale, with some sort of claim of military issuance, but with no markings on the watch, papers, etc. Perhaps we will learn more about this, somewhere down the road.
