Spoke to Phil, the seller

Since PhilWatch, the ebay seller, is located about a 1/2 hour from me, I took the liberty to call him. He did not know about our site/forum but I suggested he might want to post a reply to your question along with a pic of the movement to help identify it.

He told me the dial is original and is as the photo shows a bit aged. He bought it from a local CT watch dealer who got it from Europe. He has no other knowledge of the history.
