There are so many factors to consider its difficult to answer your questions based on one image...but generally when you see issues like this it indicates that something is amiss.
The outer ring is incorrect and so are the hands. It may mean nothing more than an inexperienced watchmaker added these during service, but it could also indicate far worse. When you see obvious issues like these its best to do a more through examination as you will probably find many more issues. Parts are far too expensive, if not impossible to find, so you will have to make the decision if its worth the risk.
