Heuer Monte Carlo rally timer in unusual box/setup

I’m curious if anyone can shed some light on what this watch may have been setup this way for? Lots of input and guesses are steering me towards nautical/aeronautical application possibly. Also, is the watchbutself an earlier Heuer (60s to 70s)? The box is definitely a crude/home made type box and the armed hinge clips into holes on either sides of the mount plate.
Thanks in advance. I’m just curious what this may have been used for.
