Omega's "Official" Service Policy??

I just received the COSC certificate today for my new Aqua Terra. Along with it came an Aqua Terra hardbound book with a 2002 copyright date. In the back of the book it clearly states the following:

"Access to OMEGA's international after-sales service network is available only to owners of genuine OMEGA watches with a serial number and correctly completed warranty card. OMEGA does not service watches purchased outside its network of selected retailers."

We have all been told that Omega will now not only service gray market watches, but they'll also service watches without serial numbers (provided the owner pays the entire bill, of course). Does anyone know exactly when this policy officially changed or have something in writing from Omega proving that it did change? It seems odd to me that they would put this in writing and then retract it shortly thereafter.
