Sometimes when a watch is brand new the bezel can be very stiff. If you grasp it firmly with your thumb and index finger, you should be able to rotate it. If not, try this trick:
Make sure the crown is screwed in all the way, then run the watch under warm running water. This should help loosen the bezel. If that doesn't work, I'd take it back to the dealer you purchased it from and ask for a replacement.
