It's primarily intended for divers who use their bezels as a means of determining how much air they have left in their tanks. The lines on the bezel really "stand out", telling the diver he is now down to the last 15 minutes of air. If a diver has 52 minutes of air left, this is less critical, so a small dot will suffice.
