The conventional wisdom is that gray market dealers get watches from AD's who dump them on the market or get rid of their slow moving inventory. Besides that however, you can find e-Bay Omega's that have never physically existed, so what gets sent to you is something else. The classic example was an Omega that had both a numeral and subdial date indication. Then there are fuzzy pictures and clear pictures of real fakes, and clear pictures from legitimate websites that have been stolen and the actual watches look like God knows what, and then you have used watches, and probably pawned and stolen watches too. As far as I can tell, buying an Omega on eBay and actually getting both an honest and good deal is slightly more likely than winning the Powerball.
