Only if the quartz watch is a certified chronometer. Omega does not submit their quartz movements for COSC certification, though other manufacturers such as Breitling do. So, for Omega, the answer is no.

If you did have a certified chronometer, Omega would require either a scan of your AD stamped and dated warranty card or a scan of your original sales receipt from the AD. They must have proof that the watch was actually purchased from an AD. It doesn't matter if you are the original owner or the 8th owner, but you need to have something to prove the watch was AD purchased.
