I haven't gotten into the details of the 7750 as implemented by Omega, but my watch shopping leads me to believe finishing (and modifications) may make one 7750 superior to another - how much, I don't know. ETA sells it in (at least?) three grades Elaborated, Top and Chronometer.

Breitling uses it as a base for their calibre 13B and it has nice light action (this is also true of their modular chronos.) Either they lubricate it like crazy or polish & adjust it to achieve good performance. Still, I noticed reset imprecision on several samples despite the lofty price.

A few years ago, I tried some Tag Heuer 7750-based watches and they were awful. Last year, I tried the revised model and it was much better, but still not great.

IWC does it too, but I've avoided them because of cost and lack of appeal. Probably top of the heap based on all the IWC devotees.

I believe implementations like the 1164 are probably good performers and reliable. However, the nicer alternatives (Zenith? Rolex? Blancpain/Piguet?) are usually much more expensive.

(Let's set aside Omega's 3313 because the risks aren't comparable to buying a 7750.)

P.S. ETA claims the 7750 is the basis for the new bigger Valgranges line of calibres. See http://www.valgranges.ch/html/en/
