1. Yes, a Heli Reymond watch that comes in a Wakmann case that has the Wakmann reference 332.24 engraved most likely did not leave the factory like this. Such a case you could recently buy on eBay for 77$ (item 253519251134). However horology is not an exact science and who knows if the producer was short of cases in 1970 and their mates from Wakmann helped them out with some spares? Very unlikely but we all don't know, do we? Also the Heli guys who gave the info, wouldn't probably know.
2. However we are talking a Val 7733 with nice dial in an ok 37mm case for 490 EUR. Franken or not, for 450 shipped to me I'd always take it. It's not 1490, is it?
