Changing the "crystal" is fine, so long as it's like for like or you could get your watchmaker to try polishing those scratches out.
Changing the hands again is ok, provided you can get the correct hands for the watch. I'd recommend leaving the dial as is.
Cal 11 was not in production for long before introduction of the Cal 12, so around 1969-70 would be about right.
