Hi Tony,
That's a very clean example you have there.
I'm not so hot on these older chronographs, but yes, you are right, Heuer didn't sign all movements in the 30s/40's.
I've just had a quick scan through 'The History of Heuer' over on Cal. 11's website, and you will see unsigned movements from this period.
