Dating the Bracelets -- By Months or Quarters ? ? ?

here is a really basic question for our experts, about the dates stamped in the bracelet clasps: Does the date stamped indicate "month / year" or is it "quarter / year"? In other words, when we see "3/69", does this indicate "March 1969" or "third quarter 1969"? Have we ever seen codes like 7/69 or 10/70, which would tell us that these are months, rather than quarters?

I believe that Rolex dated their watches by quarters. So what did Heuer do for their bracelets -- months or quarters?
