It may have been my poor description Shaun.
Here is a close up of the dial on the same watch: Is that metallic? Yes...kind of
Yet when you see the contrast of this dial with the inner-bezel, I'd say that ther bezel is more metallic than the dial...and makes the dial look like a flat blue (but not as flat as a traditional production 1133B blue)
So maybe a better way of describing it is to say that the inner-bezel/ flange has a different finish to the dial....its sort of a star-burst finish
