It isn't an original dial, it's been either stripped and repainted or a non original batch was made, either way its non original. Probably due to the seal melting and damaging the original dial.

If you check my site out you will see what an original dial looks like and the details remain consistent (albeit with some tiny differences in text placement) for original dials.
