where are you located - it will decide where/who is going to be able to help you with this.
As for opening up the back case - not recommended ! The chance you will scratch or mark thie case halves is pretty high if you're not used to this proceedure.

The cost to fix your watch ?
Sadly one of the things that will most effect the restoration costs will be replacement parts (in particular the bezel which could be very hard to locate - not even the specialist watchmakers frequently used by forum members have these in stock. I beleive Tag Heuer in Switzerland have these but they will not sell you the part alone, they will only sell it to you if they do the restoration themselves) Tag Heuer Switzerland are possibley the most expensive way to reostore the watch. You may well be better off placing a WTB advert on the chronotrader to see if a forum member has a spare bezel they'd be willing to sell you, it wont come cheap either !
The remaining parts are not so difficult to turn up - (right chrono register hand and bottom pussher)
The rest of the cost would involve servicing the movement, polishing the crystal and cleaning the grime off the bracelet, pushers and case.
To service the movement (providing it doesn't need parts) will cost between 160-275 Euro's depending who you use.
Please tell the watch maker - DO NOT RE-LUME THE HANDS OR DIAL - I LIKE THE AGED EFFECT ON THEM.
Case polishing is a personal choice.
