Just sent a message through eBay (hopefully it's him), and if not, I figure the next step is contacting the NSA, or Edward Snowden, and see if they might be able to help me locate Arno. :)

You would think a book that is this good, they would still have on the shelves at online bookstores, or even the publishers website. I know I am new to Heuer, but the book only came out in 2008, right? Why is it so difficult to find? Was it a limited edition series?
