Get in touch with Paypal , ask them if he is a long time user
Ask them for direction and how to proceed

If they suspect anything fishy they usually tell you 'do not proceed'

And also tell the buyer about your concerns , a genuine buyer will understand your concerns and will provide extra info / assurance

And if after that you still have concerns , just refund him and set your eBay so that you do not accept bids from 0 FB buyers , but remember we were all 0 FB users at one point
