Based on what you are describing, your movement is defective and needs to be replaced by Omega. You should do this before the warranty expires in June.

When a quartz Omega watch's battery is low, the second hand should jump in 4 second intervals. The watch itself should not start keeping poor time, especially after only 7 months since its last battery change.

I think a polite letter to Omega explaining that this is the second time you have experienced this problem and that battery changes are not solving it will go a long way in getting them to replace the movement. You don't want to wait until after the warranty expires to find out that your watch needed more than just a battery change!!!
