I think that this in one of the French made Heuers (The spelling of "Professional" is the give away)that were the first Heuer Divers- these have the 24 hour markings- although I have never seen the Quartz script on the dial.

I am a big fan of the Heuer Divers- quartz or automatic, and yours is a great looking example
