Looks nos, gasket looks to have gone which has left a black uniform line around the edge extremes which is not uncommon on these especially as it comes from a hot climate. So guess it depends if you want a mint dial Monaco or a nos...the two are not mutually exclusive.

I have seen a similar nos Monaco from an OTD regular which has the same issue...if you buy then my advice is dont take apart as then the issues may extrapolate...!
