You are correct in assuming that the small disc moves independent of the dial. The hand is painted on that disc, and the disc moves with the hour to show high and low tides..just needs setting, via the pusher at 9, depending on location and tide at present time.
As to the case markings, the reference is 2446CSF, and the case back should have the same engravings as the other members of the 2446C family.
Handsets: stick hands are correct, bund style were later, and most typically found on the Orvis model, as well as the A&F seafarer..
