Rare Monaco / Cal 15 / Blue with Gray ?

who can provide information about this Monaco, shown in photos received from a reader?

dial seems to have a different sort of finish . . . note the gray register.

I am told that it is genuine. rare prototype or production model? who knows anything about this one?
