I've looked on various forums for watch repairs/restorers and have found numerous ways most recommend eith er spray or modellers acrylic thinned 60/40 vai brush, oiler or cocktail stick...
There appears to be no loose paint so I might just slightly key the surface and apply acrylic as this gives me the ability to blend the red to match the original.
