Hang Tag Looks Good / But Not the Watch

this one has the usual problems -- short hands; poor lettering on the word "Heuer"; markers scattered all around the dial . . . but the hang tag looks nice. Seriously, how could Heuer possibly have used these teeny, tiny hands on this great big watch?

these appear around the same time, in some of the same regions . . . yes, the factory must be nearby . . . but not the Heuer factory.
