First of all, beautiful watch! It appears to be in pristine condition. I especially love the orange hands and subdial accents on these watches. In regards to your question, I would think that the bezel should move. Perhaps it is somehow gummed up with age. However, there are others on this forum far more knowledgeable than I so hopefully one of them will respond with an appropriate answer. Congratulations on this acquisition, however, it's a great looking Heuer!
