And my feel is that this dial is indeed that, but that it has had a fair bit of work done on it. The paint lines on the inner bezel are a known point of failure, and these look to have been clearly redone and are notably heavier than they should be. The markings on the registers can fade and break up too, and have been gone over again here but the redialler hasn't quite nailed the varying length of different lines. The tell-tale of reluming (with Blu-Tac apparently) of the dots at 3 and 9 being missing. The fine detail in the name is absent too - the terminal C and A should be marginally larger than the other letters, but here they are all the same size.

So it looks to me like an original dial (and bear in mind that the panda dials weren't Singer's finest moment printing-wise anyway) where some of the details have been blurred a bit by a redial. Any prospective purchaser can decide for themself how much that impacts the value for them. The pushers look a bit out of place for the case too for me, almost as if they are from one of the chromed economy models rather than in steel.
