Sounds like he's changed his mind on what the watch is worth and is trying to get out of the transaction in the hope of getting a higher bid- why else would you say no to your PayPal, but yes to someone else???

I'd bet that he already has another buyer lined up (maybe someone who missed out in the auction) and will end early to sell to them at the new, higher price
